Communities Putting Prevention to Work Leveraging National Organizations

The American Reinvestment and Recovery Act of 2009 (ARRA) provided $650 million for a Prevention and Wellness Fund to implement proven prevention and wellness strategies to create a healthier nation. The U.S. Department of Health and Human Services (HHS) has developed a new initiative – Communities Putting Prevention to Work – to reduce risk factors for chronic disease and promote wellness in both children and adults.

Communities Putting Prevention to Work (CPPW) will expand the use of evidence-based strategies and programs, mobilize local resources at the national and community levels, and strengthen the capacity of states. The initiative has a strong emphasis on policy and environmental change at both the state and local levels and will:
  1. Increase levels of physical activity

  2. Improve nutrition

  3. Decrease overweight/obesity rates

  4. Decrease smoking prevalence, teen smoking initiation, and exposure to second-hand smoke
The program has 5 distinct but unified initiatives: a community initiative, a states and territories change initiative, a states chronic disease self-management initiative, a national organizations initiative, and a supporting media campaign.

Leveraging National Organizations
The HHS Office of Public Health and Science announces a new $10 million funding opportunity for national organizations to get involved with CPPW. National public or private non-profit organizations can compete for up to $1.5 million in cooperative agreement support to:
  • Share expertise with select CPPW communities across the nation

  • Foster a national prevention movement by spearheading new changes through their affiliate networks

  • Enhance consumer education and awareness prevention by expanding the CPPW media campaign
The national organizations initiative, consistent with the other CPPW components, will utilize the Media, Access, Point of Purchase/Promotion, Pricing, and Social Support and Services (MAPPS) framework to help communities implement solid prevention policies that will help residents live longer, healthier lives.

Examples of MAPPS strategies include: incentives to food retailers to locate/offer healthier choices in underserved areas, healthier choices in child care, schools & worksites, subsidized memberships to recreational facilities, safe routes to school, and evidence-based pricing strategies that discourage tobacco use.

Many national organizations serve as trusted community sources where families go to participate in programs and come together with others to talk about important issues and build partnerships for action. While other pieces of CPPW target funding to local and state governments, HHS recognizes a national prevention movement will require additional leaders. This new opportunity creates a model public-private partnership to make and sustain important changes in communities.

"In the United States, 7 of 10 deaths result from chronic disease," said HHS Assistant Secretary for Health Howard K. Koh, MD, MPH. "Tobacco, obesity, poor nutrition, and lack of physical activity are significant drivers of the nation's disease rates. National organizations have the knowledge and experience to help communities tackle these hard issues. Additionally, national organization's extensive networks will expand the reach and impact of the Communities Putting Prevention to Work initiative."
